NATO Partnership pass

I have been talking to someone online for many months who says he is US army personnel. He said he had permission to fly to the UK yesterday and contacted me to say he had been stopped in Amsterdam as he did not possess a NATO Partnership pass and he asked for £455 for the Pass?
The email looks real but who knows these days?
Is this a Scam?

It is a scam.

Stop all contact with the scammer. He is playing all roles of everyone involved.

Please post his email address, a couple of his initial emails minus your personal information, phone numbers and anything else you think would help others.
