Thank you for posting this scam--it may help to alert others who are uncertain about it. Can you also post the email address the scammer used?

In this case, not only does the "you can't win something you didn't enter" rule apply, but this is also a "too good to be true" offer. The real visa lottery offers visas, period. It does not include guaranteed jobs, free housing, free insurance, or education (educationusa provides guidance, not free school)! In fact, this is specifically addressed on the US Department of State's website:
34. IF I AM SUCCESSFUL IN OBTAINING A VISA THROUGH THE DV PROGRAM, WILL THE U.S. GOVERNMENT ASSIST WITH MY AIRFARE TO THE UNITED STATES, PROVIDE ASSISTANCE TO LOCATE HOUSING AND EMPLOYMENT, PROVIDE HEALTHCARE, OR PROVIDE ANY SUBSIDIES UNTIL I AM FULLY SETTLED?
No, applicants who obtain a DV are not provided any type of assistance such as airfare, housing assistance, or subsidies. If you are selected to apply for a DV, you will be required to provide evidence that you will not become a public charge in the United States before being issued a visa. This evidence may be in the form of a combination of your personal assets, an Affidavit of Support (Form I-134) from a relative or friend residing in the United States, and/or an offer of employment from an employer in the United States.

This is the email address that he used. At first, you will think that this is true because it contains the LOGO of the US Department of State. But, as we all know, these scammers will do everything to convince their potential victims.

It is a scam, of course.

The real diversity visa program offers a visa, period. It does not offer housing, insurance, schooling, or guaranteed jobs.

The US government does not take payments by Western Union.

It looks like there is at least one fake domain that needs to be killed, so our site killers will take a look at that.

Welcome to ScamWarners scarfacer2012. That is a scam and as indicated above, the United States Government does not demand or request payment by Western Union. Scammers want payment by Western Union. We recommend that you use Western Union to send money ONLY to people you know in real life, like family members.

Money sent by Western Union, once it is picked up cannot be retrieved by the sender, and you have no way of knowing who actually picked up the money.

Thank you for posting this for others to find and be warned.
