This is very definitely a scam. It is a version of advance fee fraud. There is no such lottery. The scammer intends to charge you fees to collect your supposed winnings. There are no winnings - just a scammer trying to steal money from you.

Bonny. You simply ignore the email received as it's fake.
TINAPA LOTTO INTERNATIONAL" is a FAKE lottery scam run by a Nigerian gang. The whole purpose is to trick "winners" (anyone who received this spam) into sending money to the criminals for processing fees, bank fees, courier charges, taxes and other made up excuses.
This has been around for a long time I'm afraid, as the below example shows.
