Just reading the sparse details above, the short answer is no and not real. It is a fanciful story invented by a dirty scammer. Real military people do not prance around and advertise of placing large amounts of cash into anyones bank a/c.
It simply doesn't happen.
The best course of action is to cease all contact with the trickster.

This is 100% scam.

the leave bonus release order form

This form and process is an invention of African scammers. It is not connected to any REAL US military process.

-Soldiers do NOT get leave bonuses of hundreds of thousands of dollars.
-The US military does not have outsiders fill out or sign forms, period. If you were really corresponding with a soldier, you would not be asked to fill out or sign any forms.
-The US military would NOT recognize you as next of kin to any soldier you were writing (but of course, you haven't been writing a soldier, you have been writing an African romance scammer.) If you are not married to the soldier, or a blood (or step) relative, you are nothing more than a pen pal, period. And assuming this scammer is claiming to have a child (as most of them do), the child would be his next of kin.
