The writer is a West African and the script is a common scam script similar to those that use the names of some lottery winners.

hi and welcome, Angela. yes, any time you receive an offer telling you there is money that is yours, and you never purchased a ticket for that lottery, it is a scam. Real people do not give out money to random strangers on the internet, either. If you look at the complete headers of the email, you will see it did not originate from Microsoft, unless it is a free hotmail / outlook / live account.
