I think this site is built into the sub directory of a german phone lad site. see HERE, but as my German is terrible, I can't be sure it isn't a real site that's been hijacked.

Going though the sub directories, you find THIS. The random numbers are supposed to make it look secure and hide the real address. They've got a bit clever as only that code and password confirms you as a winner, but once in you are pushed to give details and call a +4470 redirect number. It also seems the best way to "win" and get the email you received is to post your email on all their sites. Curious stuff.
