Welcome to Scamwarners.
You would certainly be asked for money as that's the whole point of the scam. His denial means nothing, but it will be harder for him to come up with a reason now. I've checked both versions of the MTCN on-line, and they don't exist.
As you know he's a scammer, please break off contact. Baiting them from your real life email address is unwise.

The Scam or trick. As Arnold pointed out the Western Union transfer does not exist and when you tell the scammer that you could not pick up the money he will then ask you for an activation fee.

Just ignore the email and he will go away.
