Yes it is a scam, lotteries are not based on the randôm selection of email addresses.

The general rule of thumb for a lottery is that if you didn't buy a ticket for it then if they write to you claiming you have won, then it is a scam.

Please do not tell scammers that they are listed here - it will take them seconds to change their fake details and their new details will not be listed for any future victims to find.

I think it would be very unlikely that Khamis Gaddafi would be replying to adverts on the internet and if he was, I doubt he would be announcing who he was in the initial email, so yes I'd say it is a scam.
