Another very usual Lottery Scam.

Note that the domain prestumbankplc.com has been suspended, as you will witness if you try to click the url.

IP leads to US, so not very useful.

Note also the +4470... phone and fax numbers, which are redirect numbers for UK.
So the owner of such a number can be anywhere in the world and pretend to be in UK.

When you take a look through email headers, finding something like this "X-Mailer: Microsoft Outlook Express 6.00.2600.0000" is another sign of a scam, there are a few email programs out there that make it easy to manipulate the IP and deal with many emails at once, while they are not definate proof of a scam, they are another red flag to look out for
