This scam uses the correct address for the Gambling Commission. However, the Gambling Commission does not run lotteries nor 'awards programmes' - it is a non-departmental public body which regulates commercial gambling in Great Britain:

This email was not sent by the Gambling Commission. The Gambling Commission does not use @ukgc.com or @live.com email addresses. Nor does it use +44 70 telephone numbers, which are Redirect numbers - redirecting your call to another phone number anywhere in the world.
