The website named in this scam mail below is a genuine website. The 'How to Play' section there will tell you that, in order to take part, you firstly need to buy a ticket. If you have not bought a ticket, you cannot win.
(If you have bought a ticket, and believe you have won, there is a set claims procedure to follow: see the FAQ section of the website and follow the instructions there.)
Also on the website FAQ page it is written:
This 'You have won' email is a scam. It has no connection to the Powerball Lotto, and the sender of this email has no winnings for you. Please do not respond to it. They will aim to take money from you - but will never ever send money to you.
