It is a scam (Lottery Scam) and not new. Anyone who replies to the scammer emails will be led to believe that they will receive the pretend money.

In order to collect the fake money the scammer will have you pay all sort of fees, taxes, shipping and etc. He will want these fees paid by Western Union, Money Gram or Bank Transfer. He will instruct you to pay him, a lawyer or shipping company. The scammer is the lawyer and shipping company using another free email account. If you pay the scammer money. New problems will arise requesting more money from you. Once you send the money you will never see it again.
