This scam email is designed to have its recipients believe they have a large lottery winning that they can have if only they will provide some documents and fees before recieving the winnings.
The problem is that the winnings do not exist, only fees.
There are several signs that show this as a scam, just some of them include;
The 4470 phone number
The email apparently from a Rogers.com email address
The need to reply to a person using a free email domain
The ref number coming up in numerous searches involving other scams
