I received this message from the following number: +44 7419 490060 and want to know is this a scam?

You can't win a lottery you didn't enter. If you didn't buy a ticket for that particular lottery, it's a scam.

So these are the details of the originator of this scam.
You will be told that he is only a third party promotions company, and you will need to send him a small admin fee to release your money.
He is also claiming to be part of the Heritage Lottery Fund, hence the dodgy email address, the real Heritage Lottery Fund is Hlf.org.uk
