Yes it's a standard lottery scam.

Ignoring everything else that tells us this is a scam (and there is plenty), there can only be one "millionth user." The very fact that multiple people have received this email tells us it is a scam right there.

I can ensure you this is a scam. We reached our 1 millionth wallet the first week of January, and already awarded the winner the prize of 10 BTC (not 50).

Blockchain.info will never ask you for your password, or password mnemonic. The only intentions of this email are to use your password mnemonic to recover your password and steal your bitcoins.

Hope this clears it up for anyone who wasn't sure.
