Internet Regulatory Board

This is untrue, and a scam. The sender of this email is not from any (non-existant) Internet Regulatory Board, and he does not have $1 million for anybody. The scammer/s will pretend that there are fees to be paid before the money can be received. But there is no money to receive - it does not exist.
