As Justin said, I didn't research the institution because it is irrelevant. Whether or not the information he gave you is legitimate would not in any way affect the intent or the course of the scam. I specifically mentioned that I had not researched it because I did not want to suggest that the information he gave you was confirmed to be accurate. Mike has confirmed that information to be inaccurate--but as I said, the scam was already clear without that research.
I asked you why you thought the institution was legitimate on the slight chance that he gave you a website link to visit. Scammers sometimes link to real websites, but other times they create fake websites to make their scams appear to be more legitimate, and we do research those fake websites and work to get them killed.
There is absolutely no doubt that this is a scammer. This particular scam is nothing more than a variant of the same scam we have seen hundreds, if not thousands of times before. Based on your responses, it appeared that you were holding some lingering hopes that this person is not a scammer. This is very common in romance scams, and is one of the reasons we advise immediately cutting contact.
If you post some of the emails you received from this scammer, we can probably point out many of the other elements, including certain items in the scammer's English (if he actually wrote anything himself) that also show us this is an African scammer.
