I share your frustration regarding scammers using military personnel photos. Scammers pick photos off of official military sites too. Scammers pick photos from any place they can find them. Social networking sites are first choice for them.
There is no way that the military machine can stop its personnel and former personnel from posting photos of them on various sites.
It would be interesting to create and maintain the kind of database you suggest. It would be a full time job for several people and it would never be totally up to date. Scammers keep shifting their methods and the names and or photos they use. They are a moving target.
That is the reason we offer so much education. Education is the best tool to fight scammers. The military DOES take steps to educate their people about the tactics of scammers. We also support people who have been victimized by scammers and help them get away from the scammer's trap.
One fact most people do not consider is, once you post something on the internet, it is on the internet forever. It is best if you are going to put photos or information on social networking sites or dating sites, use the strongest privacy settings possible.
