There is no question what to believe. As Justin has already said, you need to put an end to this as it is doing NO good.
The person writing to you is an African scammer and thief. The "confession" is no more honest than anything else he has written (and yes, it is almost certainly a male behind these fake letters.) The scammer is continuing in these claims because he believes that you are still capable of being convinced to pay more money. In the end there is no girl, and nobody is EVER coming to see you. There is just a lying thief in Africa who sits at a computer writing anything that is necessary to convince people in other countries to send money.
It can be hard to imagine how someone can tell so many lies or play a part for so long without either giving up or developing a conscience. But that is exactly what does happen. The scammer sees you as nothing more than a source of money. He has no conscience--in fact, many of these scammers take pride in their ability to scam people and will boast about it. Most are not driven to scamming by poverty, either--they are driven by the desire to get a lot of money for little work. In fact, they often justify their scams by saying they are entitled to the money, or by blaming the victim, claiming they are getting what they deserve for being greedy and/or stupid.
The link below is a perfect example of just how warped the scammer mentality is: This scammer sat at a computer in Nigeria, using a fake identity and declaring his love for his target, leading her to believe they had a relationship--even going so far as to provide a fake flight confirmation. When it became clear that she was not going to pay for his fake emergencies, he then "admitted" to being a scammer, claiming that he was forced to scam or face deportation from UK (except he was never actually in UK.) His "confessions," just like the ones you received, were just more lies.
When the victim didn't fall for that, he then decided to declare that he had done nothing wrong, and just flat out demand that she send him money! Read his letters in the last 2 posts, and you can see just how warped it is. This is pretty typical of the scammer mentality.
