This is the correct format for a military email address, but, the fact that he sent you an email that appears to come from that address proves nothing. First off check the Reply-to address, if it is anything other than the .mil address then he is a scammer and is hoping that you won't notice that your reply goes to another address. If the Reply-to is the same, then actually send an email to the .mil email address and see if he replies and knows what you are talking about. Only if he actually replies to a mail that you send to that address can you be sure he is legitimate.

However, this "He was on leave to DC for meetings" makes me think he is probably a scammer - unless he is a senior officer, he wouldn't be going to DC for meetings and if he was a senior officer, he probably wouldn't have time to be on dating sites.

Please do not tell scammers that they are listed here - it will take them seconds to change their fake details and their new details will not be listed for any future victims to find.

He is a scammer.

Scammers are creative he is faking his email address as Alan stated.

Take a good look at the email address. See what the reply email address is.

Did he send you an email from .mil If he request anything, money included. Tell him he needs to provide APO or FPO mailing address.

Never send money for no reason if you never met the person face to face. It has to be in person and not on cam.
