Is my friend being scammed?

My friend met someone on a dating site. She told me about him and that the story was kinda sound familiar with a romance scammer plot. I think she is in danger. So the guy she met claims to be
-In new york (i checked his IP it says NJ!)
-30 yr old
-Italian american
-Work with Nato forces before
For some reason he cannot be seen on video calls in skype because he claims to be working in FBI and their boss will not allow them to be seen on cam

Anybody talking or have talk to the same guy? My friend and him agreed to meet in december. He doesn't ask for money (yet) but then im suspicious cos his plot sounded like those millitary scammers! Help!

Tell your friend to run. He's a scammer. I met him on a social website in 2012. He had me roped for a little over a year. Always had the right thing to say. We made multiple plans to meet and something would always come up. He also fed me the same story about working for the FBI and not being able to go on cam. He made up some drama about having to move to Texas for work, and made me feel guilty if I wasn't available to chat with him (every night) because I had plans with family or friends. He never asked me for money. I think he's a very lonely person and is looking for affection. I came to the conclusion that he was either somehow disabled, an old guy, or married hence why he refused to appear on camera or meet. His pictures definitely look old (those are the same pictures he sent me 3 years ago), so I don't think he's the age he claims to be.

There must be other ways to see if ones real by phone numbers n emails if can't get the ip address .
