Need some advice :)

I read this blog. And i know that it can help me to. My problem is. Or should i say am confused to this.
My friend gave me before a site (chat room). Last may 2015 i try to open that site just to have fun and meet new friend. And someone chatted me. And he is a us military based in afganistan. He asked me if we can chat into a private app. (Skype) and i gave it my id. Almost 7 months until now we still chattng, just chat, no video call. He told me that he work in office, so that he can chat me, he send me his pic. He told me the time that he is in office and everytime they have meeting he telling me.
Last month i ask him if why he still chattng me, and i told him that if he want money sorry i cant give u any cent. Coz am also working hard for my family. But he told me he is not a scammer like the other and he can earn his own money. He told me he dont want to commit crime that can lost his job and dignity.
Were good friend,.
Is he scammer or no?
Just to be clear my mind.

He's a scammer.

Soldiers do not have time when they are at work to sit on Skype chatting to people. Romance scammers can take many many months building up the trust of their victims before they ask for money (or perhaps recruit them as a money mule to receive money for them).

Just block all contact with him and don't respond any further and please post all the details you have on him (email address, SkypeID, etc.) for other victims to find.
