As Thomas said, we need more information to confirm whether this is a scammer.
However, I can tell you that you do not have to be in UK to get a hotmail.co.uk address. I have never been in the UK in my life, but I could set up a hotmail.co.uk address for myself in about 5 minutes. If someone is trying to use his email address as evidence that he is in UK, then he is very possibly a scammer.
