The letter is typical scammer fare--but just to be certain, I did a quick google search.

I found that he also has a profile on flirtbox, in which he claims to be from Rochester, NY.

You can see bits and pieces of the same profile verbiage, and it is abundantly clear that this person is not American. The writing style on the profile is even more clearly African.

Those two things combined make it absolutely certain that this is a scammer.
