Of course his embassy would help him if it were real, but that would not enable him to scam you then so he has made an excuse that they would not help him.
My guess, the next email will contain information on what details to include in the Western Union payment, scammers understand Western Union very well.

This is no time for comedy or any sorts..i am really in danger and my safety is not guaranteed...Please let me know if you can help me send the money after the meeting as thats the only way for me to get my flight booked and return..There is no phone whatsoever..Let me know if you are sending the money and moreso you didn't even asked of the amount..
