name the payment was going to:
Bobade Olufemi Isaac in India (Bombay, Maharashtra)
which fits the IP where the scammer opened my message


a lot of West Africans study in India nowadays
a student's exchange program with Nigeria and Ghana is ongoing

catching these scammers in India is very difficult as they bribe the officials in India the same way as they also do in their home countries

the issue is well-known in the Department of Education in Delhi
however, what can be done in a million-resident metropolis like Mumbai? or Kolkata?
