This scammer claims to be a US serviceman on duty in Kabul.

He approaches his victims through Skype using the Skype ID john_ray00. For his Skype profile, he uses a photograph of the real General Raymond E Johns Jr.

He also uses the email address [email protected].

That name is still around: General John Raymond
with another Skype ID: general.john.raymond.e.q
and a picture of the real general (different from the picture above but same person)
It is probably another scammer behind. The story goes: he is in Kabul (still!) and he wants to get some money out of the country (money, he and his men found during a mission!!). I am trying to get more info but not sure I will have the patience.
As with most of these guys, his English is atrocious (and English is not my native language) but he is slightly smarter than the other scammers I have come across.
Still, stay away...
