Are "Research in Motion UK Limited" and "Steadfast Networks" in Chicago common starting points for scammers' emails?

Research in Motion means an email was sent from a Blackberry.
There are quite a few scammers out there using blackberries.

Steadfast Networks offers a variety of services, including the ability to set up proxies. Proxies are routinely abused by scammers.

Follow up question: This means that the services can be used world-wide, and not localised to UK and USA where the servers are "placed" respectively?!
