Is that the correct spelling ?

It's very unusual if that's the name you've been given. I'd expect the name to be something like Moore rather than what you've spelled. Without checking anything the likelihood is that you're dealing with a scammer. 99.9% of people contacting you on a friendship/romance site claiming to be in the military are actually African internet scammers.

If he told you that you have to apply for his leave, he is certainly a scammer, however his name is spelled. Soldiers don't need anyone outside the military to apply for their leave.

A liar and a thief says he's in love with you if you pay him money.

Leave doesn't cost anything in the US army.

He is a thief who wants to steal your money. The photos aren't of him and everything he's told you is a lie.

As the others have stated, it is a scam.
The person you were talking to is not the man in the photos. He is not American.
These particular scams are usually carried out by young African men.

I am not sure which embassy you would contact, as he is not in the country he claims to be, and of course he isn't really traveling to your country either.

The best thing you can do is stop all contact with this scammer. Do not answer his emails, block him from your messenger, and do not take any phone calls from him. He may continue to try to convince you he is real, but he is not.
