The photos you have are everywhere in scams. Many are on this site already. You have posted a typical fake military scam. The diplomat is himself playing a different role to get money. Whatever the scam and the story the best approach is to keep the wallet shut and never send anyone money. Don't cash cheques and accept nothing. The only time I used Western Union was to send money to my wife and I would never use it to send money to someone I had not met face to face. Once all people follow simple rules above this site can shut down.
Your "small percentage" is an understatement. The figure is closer to 85% fakes. This includes Facebook or as I call it "Fakebook."

He is going by a two new email addresses [email protected], [email protected]. He even sent me a picture of him and friends with the boxes I sent him. He wanted me to send him money for custom fees.
