Yes it's a scam.

1) People from outside the military CANNOT request leave for soldiers, EVER. If you were talking to a real soldier, he would request his own leave, and you would have absolutely NOTHING to do with the process. Some scammers will try to say that it is a new policy, or a special kind of leave, but that is only scammer lies. The military has a reason for this policy, and they will NOT change it.
2) There is no fee for leave. Leave is like vacation from your job. You earn it by working there, and you don't pay for it, period.
3) A soldier on deployment cannot get 3 months of leave! A deployed soldier will get about 2 weeks, plus or minus a few days. Three months only exists in the imagination of scammers.
4)email addresses at USA.com are free addresses, just like yahoo or gmail addresses. Anyone can open them. They have absolutely no connection to the US military or any related organization.

Edit to add: Please post the name and email address this fake soldier is using, as well as the first emails he sent you, to warn others he may be targeting.

I am mighty happy you asked the question Angiebaby24 because it is a scam attempt targetting you. The email address has no connection whatsoever with the military. If you check the email headers of the received enails, you will probably see the origin of the sender is out of a west african country. If you scroll to the top of this page, you see the site search function. Type in the words, military scam. Or something similar and the results will blow you out the water. Please do not confront the scammer in any way. You will only be told more lies by it.
