The scammer calling himself Irwin Kelly is pretending to be a UK-born American soldier in Afghanistan. After pretending to fall in love with his correspondent, he requests money to register telephone communication so that they can talk. This is a pretence aimed at tricking correspondents into sending money to the scammer.
The scammer is not American, and displays ignorance about New York. Some of his emails have a Canadian IP address, which may be a proxy, hiding his true location. Others, however, have a Nigerian IP address, proving that they were sent, not be a soldier in Afghanistan, but by a scammer living in Nigeria.

He is listed as a blocked scammer on the dating site Mate4all, where he used the name and email address:

and registered from IP address 41.222.40.45 - Nigeria.
This scammer also previously had a dating profile at ConnectingSingles, in which he claimed that he was in the legal profession.
