This is a SCAM and particularly vile as it's targeting those who have already been victimized.

Please note that there is no agency that will email you to help you recover your funds lost to a scam. It is simply the same scammer who already stole from you, or another scammer, trying to steal from you again.

I have highlighted some of the glaring grammatical/spelling errors in this email.

Scammers often quote genuine websites in their emails to try and make the scams more convincing. http://www.icpc.gov.ng/ is one such.
Some quoted websites are bogus, of course.
