Scammers often include a list of names of people that you might have been scammed by. Generally they know who you've been scammed by, as it's one of their own aliases, but include a few extra names for padding. In this case though he's covered almost every eventuality by listing 124 names!
Many of these names are real people, but the identities are frequently faked for use in scams (i.e. an email from "Charles Soludo" is never from the real man himself).
The email is spoofed to look like it came from cbn.org. Although it's been used to sound like the Central Bank of Nigeria, that particular name has actually been "borrowed" fraudulently from another innocent organisation who have nothing to do with banking at all!
