I hate to be a 'cracked record' on the subject but Nigeria now has a more effective means to root out criminals from using bank accounts for fraud than the UK, and the truth is that it's a far greater problem in the UK than Nigeria.
By effecting a similar strategy the UK could eliminate 25% or more of banking fraud which is currently rampant and uncontrolled. I would even go as far as making the fingerprint database available to law enforcement which would make clearing up all crime much easier.

Nigeria has launched a major crackdown on fake bank-account holders in a bid to reduce fraud in the banking sector.
People were asked to enrol at their local banks to have their fingerprints taken, along with a photograph of their face by the end of Friday.
Nigeria's central bank said non-registered customers would lose electronic access to their accounts.
Huge sums are allegedly stolen from Nigerian banks as a result of forgery and illegal withdrawals.
