If you refer to the ad site forum here you'll get some idea of the scale of fraud in which he and his associates are involved, though I personally only deal with one ad site - Autotrader UK and I must mention that Autotrader UK have become much more active in removing fraudulent adverts promptly. Combined with our warnings, this must significantly reduce the effectiveness of their fraudulent adverts.
Hopefully, if detained in Europe, they will face extradition to the USA where the penalties for their alleged crimes are likely to be significant.

FBI places million dollar bounty on Romanian online scammer’s head
Nicolae Popescu, 34, and an accomplice called Dumitru Daniel Bosogioiu are wanted for running on online sales scam that promised consumers cars that never existed. The former has been added to the FBI's most wanted list. Both have significant bounties on their head, totally $1,750,000 for information on them or their scheme.
Released documents suggest that the pair, along with around a dozen co-conspirators, put car listing adverts onto a range of sites including eBay and Autotrader and sold the items to customers.

"As alleged, Popescu and his close associate Bosogioiu engaged in a pattern of pervasive criminal conduct, victimizing hard-working American consumers looking to purchase cars.
