Hello Kiddy
An interesting conundrum.
Im not totaly knowledgable about facebook, but im sure there are others who are. Is there any additional information at all that would help you to "shine more light" on this person. You need to be mindfull that if you were scammed before the scammer will have a lot of details about you. And in doing so gives him the "tools" to try a new angle. So please be cautious.
Now the conundrum.
Often facebook and other agencies are perfectley fine for meeting new people its all about choice. However being the victim of a previous scam not only puts you on guard but also you could "alienate yourself" against these places. By being put off has the negative affect of "limiting" you chances of meeting someone. This in turn could make you more vulnerable, there is a "loop" to this.
If i was to offer guidance it would be to go with "posotive regard" and accept this person but follow in a detailed way to assure yourself this person is genuine. If you have any doubts or suspicions you will find support here.

And remeber to talk about it, when you have finished talking, talk about it a bit more.
