So, me and my mom have had this guy call us up saying that "You have a chance to get government grant. Just send us fee and we'll send it to you."

My mom immediately smelled a rat, so she told the scammers (multiple times, no less!) that she was aware that it's a scam.

However, these guys JUST DIDN'T LEARN the first five times! So they call again, and again, and again. Got two calls from them twice, and now I'm alone in the house.

So, you know what I did both times? Simple. I answered the phone and said, "You have reached the Life Model Decoy of Tony Stark. Please leave a message." They hung up in short order. I have not had the chance to complete step 1 of Op: Scamming the Scammers yet, because they hung up too quickly. However, I did get a number. It's 1-317-322-3622.

If that don't work and he still keeps calling, I know a vast myriad songs that will PURPOSEFULLY get on the scammer's nerves. He tried to scam my mom... now I'll give him a taste of his own medicine by wasting HIS time.

The simplest ides is to indicate that you're interested but tell them there's someone at the door and you'll be back to them them in a minute. Just put the phone down and leave it.

On my landline I have an answer phone with a long rambling message and people who know me understand. Those who don know me won't ring again. On my cell phone I operate a positive vetting so that only calls from a a list I set up get through.

Basically I'm not afraid to be rude to people.
