It's a scam.
The scammer intends to collect money from you for all kinds of "fees" with promises of big money in return. In the end, the only money involved is yours--and the scammer is trying to steal it. He is not connected to any real lottery.

And I would agree it being a scam.
One of the phone numbers stated, being used in a similar scam from last year.
