I understand your concern about the use of the work "fake" in reference to the photos. The people in photos are indeed real, innocent people. The photos have often been altered - making them "fake", and fake may also reference the fact that they do not belong to the person using them.
The documents, certificates and many other images posted here are definitely Fake and created by scammers for their scams.
We do regularly post about the innocence of the people whose photos have been stolen and try to remember to reference them as stolen photos, but sometimes the general label of Fake is used for ease of communication regarding images sent by a scammer.
