Passport that I received-Evans Scottish

The passport that goes with this scam:

I just have done a research, upload on google image search another photo that the scammer sent to me and I'm a little shocked. Does anyone know who is the person on the photo? An american soldier, died in Iraq 2006, Capt. James A. Funkhouser. Here is the photo and I saw it on another post on this website.
