This is from the Emmanuel Annan scam. The scammer is pretending to be Jessica Johnson at the Contract Procurement Service, looking for companies to supply items for rural development in Ghana.
The address and bank in the USA do not exist, and the items the nonexistent company are supplying to the fake rural development company have nothing to do with rural development.
