Sleeping on it, the most likely scenario behind this is going to be the most simple and, based on the amounts, it's most likely to be payments for second hand cars from online sites. Getting their hands on that size of cash payment is the Holy Grail for fraudsters but initiating that level of cash payment via cards is unlikely, if not impossible, and I don't see phishing or hacking as likely.
The background work involved and scale of sites being produced make it inevitable that it is organised crime. Too many skills and people must be involved, from the 'foot soldiers' to those planning and organising it. Having said that, there is a strong Eastern European flavour to it all and, though there are a wide variety of skills demonstrated, it's far from sophisticated. It must be London based and I would imagine there's local assistance.
The downfall to this scheme is that it will inevitably attract and force SOCA to get involved, and that is the fatal flaw.
