Yes, this is a scam. They're claiming to be a huge state owned company yet contacting you via a free webmail address. Also, this part is key to indicating a scam:

ask you to work with us as our Representatives/Payment Collector of Our Company


No legitimate companies ask you to receive payments on their behalf. Any supposed job that asks you to do this is a scam in which the scammer is trying to get you to process fraudulent checks.
