The United Nations Social Welfare Commission (UNSWC) is an organisation promoting social development=
across the world. It provides substantive support to Governments in developing policy measures an=

Responsibilities
POST NUMBER: UNA020-03110EP-40001. Under the supervision of the Chief, ECLAC Sub-regional Headquarte=
rs for the Caribbean and the Chief of Administration Division of ECLAC, the Administrative Officer=
will be responsible for the following duties: HUMAN RESOURCES MANAGEMENT: Initiates and coordinat=
es actions covering the entire span of human resources activities, e. g., recruitment, placement, =
promotion, performance appraisal, vacancies, job classification reviews, separation of staff membe=
rs, and training, ensuring consistency in the application of UN rules and procedures. Provides exp=
ert advice with respect to conditions of service, duties and responsibilities, privileges and enti=
tlements under the Staff Regulations and Rules. Represents the Office at meetings of Departmental =
review bodies. Reviews post incumbency reports for purposes of vacancy management and staffing tab=
le control. BUDGET AND FINANCE: Initiates and conducts studies to improve budget reporting systems=
and cost effective utilization of program resources. Monitors and controls budgetary allocations =
through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring repo=
rts and data. Identifies deviations from plans and propose corrective measures. Leads and oversees=

rogramme in close consultation with the Programme Support Unit. . Establishes and maintains a set =

QUALIFICATIONS

Education
Advanced university degree (Master=3Fs degree or equivalent) in business, public administration, fin=
ance or related area. A first-level university degree in combination with qualifying experience ma=
y be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in administration, finance, human r=
esources management or related field in the United Nations Common System, is required.

Languages
English and French are the working languages of the United Nations Secretariat. For this post, advan=
ced knowledge of written and oral English is required, as verified by relevant exams, if necessary=
. Basic knowledge of French and/or Spanish is desirable.
