It's a scam. Trust us on that. We've seen too many to have any doubts. There's the strange English and the request for money. If it sounds too good to be true, that's because it's not true.
There is no job. Send no money.
Don't even send him your CV or diplomas. There's a risk he'll use them to scam someone else.
