It's a scam.

You can see the same scam has been going around for a while. Look at the comments on this page:

Be careful Rina. Make sure that you are able to enter a particular country to work by using websites for Border control. Anything that says you send copies of passports and make payment by Western Union or Moneygram is a scam. COMMERCIAL COMPANIES CAN'T USE THE SERVICE but anyway it's always a scam. Don't ever part with money over matters like this, to so called barristers or agents, they are fake too. If you eventually need to pay for documents you will easily be aware of the legitimate methods of doing so, and the countries border control websites will make it plain what is needed to send and how to apply. In addition you may find you need to actually attend an embassy to be interviewed as part of the process.
In general Oil company jobs for those abroad are only available to highly qualified people with years of experience and/or specialist degrees to PhD level and will be the result of your own application via a specialist recruitment agency. Anything else should be a big red flag.
