The scammer pretends that he will share the cost. In reality, he is not paying anyone - the travel agency is fake, and therefore there is no real agency to pay. The scammer is just pretending to help financially, to gain trust and gratitude.

The lawyer is also invented, and part of the scam. All money sent to the fake employer, the fake travel agency, or the fake lawyer will be stolen by the scammer. No genuine documents will ever be obtained.
