It's a scam.

The writing is African, and the phone number is a redirect number--the kind used by scammers who are pretending to be in UK when they are not. They also use Western Union, which means they can pick up the money and disappear, and you have no way to get it back.

Could you post the email address and/or website they are using?

They are really clever.They attached also their living license and company registered certificate to make people believe on them.
This is what the people reply
"i want you to know that before shipment ,i will send you our customers sales contract , my business company cards and my driving license and the company certificate.

with this documents ,if something happen to your order,you can send this documents to UK interpol Authority,and they will find me with all this document about me and also i want you to know that we dont indulge in dirty deal"

Splendid. Do post the fake documents here as well, these are really good for others to find and identify the scam.
Also worth noting that no mobile phone reseller operating legitimately in the UK (or anyone else, realistically) would send that much "proof of identity" information to you unless it was fake and therefore disposable.
