I didn't have to read past the phone number! The way it's written is quite un-British. (And I'm not British.) The scammer mixes up terminology from different countries. And of course, anyone who asks for fees paid by Western Union or MoneyGram is a scammer.

The scammer is hopelessly ill-informed and poorly educated. He's using American spellings and has out-dated technical details that make this a hopelessly badly written scam.

There are some 'howlers' he's made that I won't point out, but his scam doesn't stand up to any scrutiny.

CAR ADVERTS - If a car seller mentions escrow - he's scamming you Never ever for any reason pay anything until you have seen and inspected the vehicle

The phone number mentioned has bee used in a previous scam. See, viewtopic.php?f=2&t=47511 which shows the exact same phone number, and dating back to July twenty twelve.
